If you were able to code your own Finite Elements toolbox (preprocessor, solver, postprocessor) and validate it against state-of-the-art software (ANSYS, ABAQUS, etc.), then the answer would be yes.
Matlab is only a mathematics generic software environment with additiobal toolboxes to offer ready-made engineering solutions and algorithms which fit huge variety of engineering fields.
ANSYS is FE software package (preprocessor, solver, postprocessor) mainly developed for structural mechanics. Currently ANSYS Inc. expands the package with a lot of additional toola for further engineering analysis (electronics, fluids, etc.).
